<p>
He finished his secondary education at the Cebu Provincial High in 1938 and attended the Far Eastern University taking up Aeronautical Engineering for his college degree but was interrupted in 1941 due to World War II. After the war, Almendras   attended Mindanao Colleges in Davao City, taking Law instead.

During the war, Almendras enlisted with the Philippine Army Air Corps. Following the surrender of the United States Army Forces in the Far East (USAFFE) to the Japanese Imperial Army, he went back to Cebu and served under the command of Col. James M. Cushing. At age 23, Almendras was named as commander of the 88th Infantry Regiment of the Cebu Area Command. After the war, Almendras was awarded the Outstanding Veteran in 1958 for his contribution for the country during the war.

In 1951, Almendras who was a third-year law student at Mindanao Colleges, ran for governor of Davao province against incumbent Ricardo D. Miranda of the Liberal Party.  Almendras became the youngest Governor in the country at that time and was re-elected in 1955.

During his incumbency as Governor, Almendras rid the provincial government of graft and corruption. As governor, he built more roads, schoolhouses, artesian wells and other public improvements than all his predecessors combined. He helped improve the agricultural economy of Davao which minimized the community's social problems. In 1958, he was conferred the award as the most "Outstanding Governor" on the basis of honesty, integrity, efficiency and road building by the foreign correspondents' Association of the Philippines.

He was succeeded as Governor by Vicente Duterte (father of <a href="https://kahimyang.com/kauswagan/articles/2790/today-in-philippine-history-march-28-1945-rodrigo-roa-duterte-16th-president-of-the-philippines-was-born-in-maasin-leyte" class="news_link">Rodrigo Duterte</a>, the 16th President of the Philippies) when he was appointed on May 8, 1959, the first secretary of the Department of General Services by President Garcia. He organized the department with strict supervision over the acquisition of materials, equipment and supplies. He was awarded as the "Most Outstanding Cabinet Member" by the Confederation of Filipino Veterans in February 1959.  In the same year, he was elected and served as senator until 1972. He was credited for the passage into law of Republic Act 3018 nationalizing the rice and corn industry as well as the law creating the Veterans Bank.

Almendras steered the passage of Republic Act 4867 which was approved on May 8, 1967: Republic Act No. 4867, An Act Creating the Provinces of Davao del Norte, Davao del Sur and Davao Oriental.
