In the same year, after a brief period working in a Manila law office, he assumed the position of mayor in Calbayog City. 
</p>
<p>
He resigned as Calbayog mayor in 1950 and went into private legal practice but would soon be re-appointed as Calbayog mayor in 1953 until 1959. He was re-elected in 1963 and served until 1967.
</p>
<p>
In 1967, he ran for governor of Samar and was overwhelmingly elected, achieving the largest majority in the province's history.  He served as governor until 1973.
</p>
<p>
Roño was subsequently <i style="letter-spacing:3px">appointed</i> by the late president Ferdinand Marcos Sr. as Secretary of Local Government and Community Development (January 1, 1973 to 1978),  Minister of Local Government and Community Development (1978 to 1982), and Minister of Local Government (1982 to February 25, 1986).

<p>
In 1978, Roño was <i style="letter-spacing:3px">elected</i> to the Interim Batasang Pambansa representing Eastern Visayas and subsequently  represented Samar in the Regular Batasang Pambansa from 1984 to 1986. Notably, he held the position of Deputy Prime Minister from June 30, 1981 to February 25, 1986.
