Early Life and Education
</h4>
<p>
His early education was in public schools in Antipolo, Rizal, and in the City of Manila. He spent two years of his primary education at La Salle.
</p>
<p>
Sumulong pursued law at the University of the Philippines College of Law and topped the 1929 bar examinations. Furthering his education, he obtained a Masters of Law degree from Harvard Law School in 1932.

Political Career
</h4>
<p>
Sumulong's political journey began as a municipal councilor in Antipolo. His dedication and leadership skills soon led him to the national stage. In the 1946 general elections, he won a seat in the House of Representatives, representing the 2nd District of Rizal.
</p>
<p>
In 1949, Sumulong was elected to the Philippine Senate. He was re-elected in 1955 and 1961, and after a brief hiatus, returned to the Senate in the 1969 elections. Throughout his career, Sumulong served under the Liberal Party and later the Nacionalista Party.
</p>
<p>
During his stint as senator, Sumulong chaired the Senate Committee on Public Accountability, also known as the Blue Ribbon Committee. He investigated notable national controversies such as the Tambobong-Buenavista Estate deal and the Harry Stonehill scandals.
