Under this landmark legislation, the colonial administration selected promising young Filipinos, regardless of their economic background, and funded their studies at American universities and colleges. These "pensionados" earned degrees - primarily in government, administration, agriculture, education, and business - and, upon returning home, were guaranteed appointments to key positions within the Philippine civil service and private sector.

By 1912, the Pensionado program had produced more than 200 graduates, who quickly became leaders in various fields. Among the most distinguished was <a href="https://kahimyang.com/kauswagan/articles/695/today-in-philippine-history-october-19-1886-jorge-bocobo-was-born-in-gerona-tarlac" class="news_link">Jorge Bocobo</a>, who not only assisted President <a href="https://kahimyang.com/kauswagan/articles/1265/today-in-philippine-history-august-19-1878-manuel-quezon-was-born-in-baler-aurora" class="news_link">Manuel L. Quezon</a> in crafting speeches and lobbying for Philippine independence but also served on four U.S. missions advocating for Filipino autonomy. A brilliant legal mind, Bocobo passed the Bar with near‐perfect marks in Civil Law, translated <a href="https://kahimyang.com/kauswagan/articles/1190/today-in-philippine-history-june-19-1861-dr-jose-p-rizal-was-born-in-calamba-laguna" class="news_link">José Rizal</a>'s Noli Me Tangere and <a href="https://kahimyang.com/kauswagan/articles/1276/today-in-philippine-history-september-18-1891-dr-jose-rizals-el-filibusterismo-was-published-in-ghent-belgium" class="news_link">El Filibusterismo</a> into English, and rendered other seminal works - such as the <a href="https://kahimyang.com/kauswagan/articles/6/the-kalantiaw-code" class="news_link">Code of Kalantiaw</a>, the Philippine National Anthem, and the Bonifacio Decalogue - into accessible English texts. Between 1924 and 1944, he authored authoritative legal commentaries on property, obligations, and Philippine jurisprudence.
