Congressional Years and Rise to National Prominence

After the war's conclusion, Magsaysay successfully leveraged his guerrilla commanders' backing to enter politics. On April 22, 1946, he was elected to the Philippine House of Representatives as a member of the Liberal Party, representing the lone district of Zambales. His entry into national politics coincided with the Philippines' transition to independence from American rule, a period of significant institutional development and nation-building.

During his tenure in Congress, Magsaysay served as chairman of the House Committee on National Defense (1946–1950), a position that allowed him to utilize his wartime military experience to shape defense policies. His legislative focus remained rooted in his desire to serve his constituents and improve the lives of ordinary Filipinos. In 1948, President Manuel Roxas appointed Magsaysay as chairman of the Committee on Guerrilla Affairs and dispatched him to Washington to advocate for the Rogers Veterans Bill, which sought to secure benefits for Philippine war veterans. Magsaysay's appointment as Defense Secretary coincided with increased American military aid and direct American involvement in the campaign against the Huks. Upon taking office, Magsaysay initiated sweeping reforms of the Philippine military and security forces. The Philippine Constabulary and the Armed Forces of the Philippines were purged of corrupt and inefficient officers. Magsaysay understood that the Huk rebellion persisted not merely because of superior communist ideology but because the Philippine government had failed the rural population. Government soldiers, often undisciplined and underpaid, had committed abuses against peasants, driving them into the waiting arms of the insurgents.

Magsaysay implemented a radically different approach. He reorganized the Armed Forces into battalion combat teams and transferred the Philippine Constabulary from the Department of Interior and Local Government to the Department of National Defense, subordinating police operations to military command. This consolidation improved coordination and enabled more vigorous operations. More importantly, Magsaysay established strict discipline and enforced accountability. Soldiers who mistreated civilians faced severe consequences, and officers who engaged in corruption or brutality were dismissed.

The results were dramatic. By 1951, the military had increased its strength by 60 percent over the previous year, and government security forces were killing Huks at a rate of 40 to 50 per week. More crucially, as abuses against civilians declined, peasants began to withdraw their support from the insurgents. The government's military effectiveness improved steadily, and by May 1954, through negotiations facilitated by future senator Benigno Aquino Jr., Huk leader <a href="https://kahimyang.com/kauswagan/articles/1839/june-21-1913-luis-taruc-was-born-in-santa-monica-san-luis-pampanga" class="news_link">Luis Taruc</a> surrendered and accepted a 15-year prison term. The rebellion had effectively been defeated.
