Macapagal was born into a poor farming family, the third of several children of Urbano Macapagal and Romana Pangan.

His father was known as a poet who wrote in the local Pampangan language, while his mother, the daughter of a share‑tenant family, helped support the household through teaching catechism and farm work.

Family Roots and Identity
</h2>

Through his father's line, Macapagal was regarded as a distant descendant of Don <a href="https://en.wikipedia.org/wiki/Juan_Macapagal" class="news-link-ext" target="_blank" rel="norferrer noopener">Juan Macapagal</a>, a prince of Tondo and great‑grandson of <a href="/articles/3077/lakandula-pre-colonial-filipino-hero-and-leader-of-tondo" class="news_link">Rajah Lakandula</a>, the last reigning ruler of pre‑Hispanic Tondo.

Despite this illustrious ancestry, his own childhood was marked more by hard work than privilege, as the family raised pigs and took in boarders to make ends meet.

</h2>

Because of his origins in rural poverty and his steady rise through merit and education, Macapagal came to be popularly known as the "Poor Boy from Lubao".

This image of a self‑made provincial boy who reached Malacañang became central to his political appeal and to how later generations remembered him.

<h2>
Education and Brilliant Legal Career
</h2>
<p>
Macapagal excelled in the public schools of Pampanga, graduating valedictorian from Lubao Elementary School and salutatorian from Pampanga High School.
</p>
<p>
He finished his pre‑law course at the <a href="/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a>, then studied law at the Philippine Law School and later at the <a href="/articles/3223/a-historical-account-of-the-university-of-santo-tomas-a-chronicle-of-resilience-scholarship-and-national-identity" class="news_link">University of Santo Tomas</a>, where - helped by philanthropist and Interior Secretary Honorio Ventura - he completed his Bachelor of Laws degree.

<p>
In 1936 he topped the Philippine bar examinations with a rating of 89.95 percent, beginning a distinguished legal career.
</p>
<p>
He went on to earn advanced degrees: a Master of Laws in 1941, a Doctor of Civil Law in 1947, and a PhD in Economics in 1957, making him one of the most academically credentialed presidents in Philippine history.

<h2>
Early Government and Diplomatic Service
</h2>
<p>
After passing the bar, Macapagal first worked as an assistant attorney in a leading American law firm in Manila before joining the government service.
</p>
<p>
Following the establishment of the independent Philippine Republic in 1946, he held key posts in the Department of Foreign Affairs, eventually becoming chief of the Law Division.
</p>
<p>
In 1948 President <a href="/kauswagan/articles/753/today-in-philippine-history-november-16-1890-elpidio-quirino-the-sixth-president-of-the-philippines-was-born-in-the-town-of-vigan-ilocos-sur" class="news_link">Elpidio Quirino</a> appointed him chief negotiator in the successful transfer of the Turtle Islands in the Sulu Sea from the United Kingdom to the Philippines, a notable early achievement in foreign relations.

He also served as second secretary and later counselor on legal affairs at the Philippine Embassy in Washington, D.C., gaining valuable experience in diplomacy and international negotiations.

Congressman and Vice President
</h2>
<p>
Macapagal entered elective politics in 1949 when he was elected congressman for the first district of Pampanga with one of the largest winning margins in the country at the time, and he was re‑elected in 1953.
</p>
<p>
During his years in the House of Representatives, he built a reputation as a skilled debater and was chosen several times as a member of the Philippine delegation to the United Nations General Assembly.
</p>
<p>
In 1957 he was elected vice president of the Philippines under President <a href="/kauswagan/articles/1328/today-in-philippine-history-november-4-1896-carlos-p-garcia-was-born-in-talibon-bohol" class="news_link">Carlos P. Garcia</a>, running under the Liberal Party while Garcia belonged to the rival Nacionalista Party.

As vice president, he positioned himself as a critic of corruption and an advocate for economic reforms and the welfare of the masses.
