Historical Context: Early Scouting in the Philippines (1910–1922)

To fully understand the significance of October 5, 1923, one must look back to the origins of the movement in the archipelago:

1910–1912 (Early American Troops): Just three years after Lord Robert Baden-Powell founded the Scouting movement in England (1907) and shortly after the founding of the Boy Scouts of America (1910), American military officers and expatriates established early Scout troops in Manila for American youths living in the territory.

1914 (The Lorillard Spencer Troop): The first documented all-Filipino Scout troop was formed on November 15, 1914, in Zamboanga. Second Lieutenant Sherman L. Kiser, a young U.S. Navy officer, was assigned to escort Mrs. Caroline S. Spencer, an American philanthropist doing charity work among the people of Sulu. Observing young boys wandering aimlessly, Mrs. Spencer suggested creating a Scout troop. Lt. Kiser implemented her suggestion in Zamboanga, organizing 26 Muslim boys into the Lorillard Spencer Troop, named in honor of Mrs. Spencer's son, who was an active Scout in the United States. Mrs. Spencer provided financial support for their uniforms and headquarters.

1921–1922 (Institutional Spread): Scouting spread beyond military and charity circles into educational institutions. In 1921, the Scouting movement was introduced at the Silliman Institute (now Silliman University) in Dumaguete under its church ministry, receiving official BSA recognition in early 1923 and producing early Eagle Scouts like Bill Raymond of Troop 8.

The Pivotal Event: October 5, 1923

By 1923, the rapid growth of unofficial troops created an urgent need for centralized governance, standard training, and official recognized status from the Boy Scouts of America headquarters in New York.

Recognizing this need, the Rotary Club of Manila formally petitioned the BSA national office to establish an official council. In response, the BSA dispatched Samuel Wells Stagg as a Special Field Scout Commissioner to assist in organizing the movement. Simultaneously, Major Philip D. Carman, a U.S. Army officer stationed in the Philippines who was on leave in New York, personally met with BSA national leaders to advocate for a full Philippine charter.
