<p>
Serving as senator from 1992 to 2000, Roco made considerable contributions recognizing him as an "outstanding senator" who introduced major changes in the country's banking system.
</p>
<p>
He authored similar laws which liberalized the banking industry and strengthened the position of thrift banks. He also wrote the Intellectual Property Code and the Securities Regulation Code.
</p>
<p>
Roco was also a prime mover in the creation of the teachers’ cooperatives as well as the increment mandated by the Magna Carta for Public School Teachers for retiring teachers.
</p>

<p>
For students, he pioneered at the Senate the computerization program for state universities and colleges and public schools.
</p>
<p>
He also worked to protect the welfare and interests of Filipino workers abroad which led to the abolition of double taxation imposed on overseas workers.
</p>
<p>
In the early 1970's, as a member of the legal staff of the late Senator <a href="https://kahimyang.com/kauswagan/articles/778/today-in-philippine-history-november-27-1932-benigno-aquino-jr-was-born-in-concepcion-tarlac" class="news_link">Benigno "Ninoy" Aquino</a>, Roco drafted and laid down the foundation of the "Study Now, Pay Later Law" which opened the doors for financially-strapped students to finish school.

Roco, who took over as education secretary in 2001, introduced drastic changes in the department to weed out graft and corrupt practices by imposing a department-wide transparency, notably in the purchase of textbooks for schoolchildren.
