Historical Context: The Philippine Revolution of 1896
</h2>
<p>
To understand the significance of the Pact of Biak-Na-Bato, one must first appreciate the turmoil that preceded it. In August 1896, the secret revolutionary society known as the <a href="https://kahimyang.com/kauswagan/articles/906/about-the-katipunan" class="news_link">Katipunan</a>, founded by <a href="https://kahimyang.com/kauswagan/articles/786/today-in-philippine-history-november-30-1863-andres-bonifacio-was-born-in-tondo-manila" class="news_link">Andrés Bonifacio</a>, launched an armed uprising against Spanish colonial rule. The revolution quickly spread across the islands, particularly in Cavite province, where early Filipino victories electrified the nationalist movement. The <a href="https://kahimyang.com/articles/3012/the-battle-of-binakayan-dalahican" class="news_link">Battle of Binakayan-Dalahican</a> in November 1896 saw the Filipinos achieve a remarkable military triumph, driving Spanish forces from Cavite and creating a period locals called <b class="lt-bold">"Ang Panahón ng Tagalog"</b> (The Time of the Tagalogs).

However, the revolutionary movement soon fragmented. Following the Tejeros Convention of March 1897, the leadership fractured into competing factions - the Magdalo and Magdiwang groups - with significant internal conflict. Most tragically, Andrés Bonifacio was arrested and executed in May 1897, accused of sedition and treason. These developments severely weakened the revolutionary cause.

The execution of Bonifacio coincided with the arrival of a new Spanish Governor-General, <a href="https://kahimyang.com/articles/3273/legacy-of-fernando-primo-de-rivera-in-the-philippines" class="news_link">Fernando Primo de Rivera</a>, who implemented a more aggressive military campaign. Unlike his predecessor, Primo de Rivera intensified Spanish operations, using increasing reinforcements to push the Filipino revolutionaries into the mountains. Under Aguinaldo's leadership, the scattered revolutionary forces were driven southeast of Manila, where they eventually took refuge in the mountainous region of Biak-Na-Bato in Bulacan province.

The Republic of Biak-Na-Bato
</h2>
<p>
Rather than surrender despite their deteriorating military position, the Filipino revolutionaries established what became known as the <b class="lt-bold">Republic of Biak-Na-Bato</b> in July 1897. Aguinaldo proclaimed this provisional government and issued a manifesto outlining ambitious demands: the expulsion of Catholic friars, return of friar lands to Filipinos, representation in the Spanish Cortes, freedom of press and religion, abolition of the government's banishment powers, and equality before the law.

In November 1897, the revolutionary leadership adopted a formal constitution, modeled closely on the Cuban Constitution of Jimaguayú and drafted by Felix Ferrer and Isabelo Artacho. This document established a Supreme Council as the highest governing body and articulated fundamental human rights including freedom of religion, freedom of the press, and the right to education. Emilio Aguinaldo was elected president, with <a href="https://kahimyang.com/kauswagan/articles/677/today-in-philippine-history-october-12-1868-mariano-trias-was-born-in-cavite" class="news_link">Mariano Trías</a> as vice president. Other key officials included Antonio Montenegro (Secretary of Foreign Affairs), Emiliano Riego de Dios (Secretary of War), Isabelo Artacho (Secretary of the Interior), and <a href="https://kahimyang.com/articles/2960/baldomero-aguinaldo-a-prominent-figure-in-the-philippine-revolution-was-born-on-february-27-1869-in-cavite-el-viejo-cavite" class="news_link">Baldomero Aguinaldo</a> (Secretary of Treasury).

<h2>
The Road to Negotiations: Pedro Paterno's Critical Role
</h2>

Despite the establishment of this republican government, Aguinaldo's military position remained precarious. The Spanish forces, though unable to capture Biak-Na-Bato, controlled the surrounding territory and possessed superior military resources. Recognizing the stalemate, Primo de Rivera reportedly declared:

"I can take Biak-na-Bato. Any army can capture it. But I cannot end the rebellion."

This acknowledgment of the military impossibility of complete victory opened the door to negotiated peace.

A crucial intermediary emerged in <a href="https://kahimyang.com/kauswagan/articles/962/today-in-philippine-history-february-27-1858-pedro-paterno-was-born-in-sta-cruz-manila" class="news_link">Pedro Paterno</a>, a Filipino-Chinese lawyer and intellectual who had previously lived in Spain and knew Primo de Rivera personally. In late July 1897, Paterno presented himself to the Spanish Governor-General and offered his services as mediator. Primo de Rivera, who believed that Paterno held considerable influence among native Filipinos, accepted the offer.
</p>
<p>
From August 4, 1897, through December, Paterno undertook an exhausting diplomatic mission, constantly traveling between Manila, Biak-Na-Bato, and other southern Luzon territories where revolutionary forces maintained control. The negotiations were complex, involving not only Aguinaldo but also various other revolutionary commanders whose cooperation was essential. Notably, during these negotiations, Paterno's wife Luisa died on November 27, 1897, yet he persisted in his mediatory efforts.

The Terms and Conditions
</h2>
<p>
After four months of intense diplomacy, the Pact of Biak-Na-Bato was formally signed on <b class="lt-bold">December 14-15, 1897</b>, in San Miguel, Bulacan, at the house of <a href="https://en.wikipedia.org/wiki/Pablo_Tecson" class="news-link-ext" target="_blank" rel="noreferrer">Pablo Tecson</a>, a revolutionary captain. According to Aguinaldo's own account, the principal conditions were:

<b class="lt-bold">Exile and Amnesty:</b> Aguinaldo and associates choosing to accompany him would be permitted to reside in any foreign country, with Hong Kong selected as their destination. All revolutionaries would receive amnesty for their participation in the uprising.

<b class="lt-bold">Monetary Indemnity:</b> The Spanish government would provide a total indemnity of 800,000 Mexican pesos, distributed in three installments based on arms surrender milestones. The payment structure was:

<b class="lt-bold">Personal Discretion of Funds:</b> Critically, the entire monetary payment was to be given directly to Aguinaldo personally, allowing him sole discretion in how to distribute these funds among the revolutionary leadership and soldiers.

<b class="lt-bold">Spanish Hostages:</b> To ensure Spanish compliance, two Spanish generals - <b class="lt-bold">Celestino Tejero and Ricardo Monet</b> - would be held as hostages by the revolutionaries until the agreement was fulfilled.
</li>
<li>
<b class="lt-bold">Military Requirements:</b> The surrender of weapons was to be completed by late February 1898.
</li>

<h2>
The Critical Decision to Exile
</h2>
<p>
Aguinaldo's acceptance of exile proved deeply controversial among other revolutionary leaders. While some scholars and later historians interpreted this as capitulation or betrayal, historian <a href="https://kahimyang.com/kauswagan/articles/737/today-in-philippine-history-november-9-1912-teodoro-a-agoncillo-was-born-in-lemery-batangas" class="news_link">Teodoro Agoncillo</a> argued in his work <b class="lt-bold">"Malolos: Crisis of the Republic"</b> that Aguinaldo accepted the pact strategically to secure funding for the revolution. Many contemporary Filipino leaders viewed the exile pragmatically - without the financial resources provided by the indemnity, the revolutionary movement faced collapse.

<p>
On <time datetime="1897-12-27">December 27, 1897</time>, less than two weeks after signing the pact, Aguinaldo boarded the steamship <b class="lt-bold">Uranus</b> at <a href="https://en.wikipedia.org/wiki/Sual" class="news-link-ext" target="_blank" rel="noreferrer">Sual, Pangasinan</a>, with approximately 34 other revolutionary leaders. He carried with him the first installment of 400,000 Mexican pesos, which was deposited in a Hong Kong bank account under his control. Significantly, the exiles immediately began purchasing weapons and ammunition, revealing that Aguinaldo and his associates never truly accepted permanent exile or Spanish promises of reform.
