Soto rose to prominence as a poet, playwright, dramatist, and journalist during a pivotal time in Philippine history. His body of work was truly remarkable - he wrote 49 plays, a novel, numerous short stories, sketches, poems, and newspaper articles. His talents helped shape and elevate the <a href="https://en.wikipedia.org/wiki/Kapampangan_language" class="news-link-ext" target="_blank" rel="noopener noreferrer">Capampangan</a> (Kapampangan) language as a serious literary medium at a time when most educated Filipinos wrote in Spanish or English.

Among his most celebrated works was the zarzuela Alang Dios! (There is No God!), which debuted on <time datetime="1902-11-16">November 16, 1902</time>, at the Teatro Sabina in Bacolor. The original handwritten manuscript of this iconic play remains preserved in a vault beneath his monument in Bacolor. Other notable plays include Delia, Balen at Sinta (Love and Country), Metung a Perla Qng Burac (A Pearl in the Mud), and Ing Violetang Lili (The Lost Violet).

Soto also translated major works into Capampangan, including Goethe's Faustus and Spanish plays like La Mascara and Dos Amantes de Teruel. Beyond the stage, Soto was a powerful voice in newspapers and publications. He founded and edited important Capampangan periodicals including Ing Emangabiran (El Imparcial), Ing Balen (El Pueblo), and co-founded Ing Alipatpat (The Firefly), a Capampangan weekly. He also served as one of the reporters for La Independencia, the most influential newspaper of the Philippine Revolution, using journalism to advocate for Filipino independence and promote Pampangan ideals.
