Background to the snap elections
</h2>

On November 4, 1985, Marcos announced in an interview on the ABC program "This Week with David Brinkley" that he was prepared to call a snap presidential election, amid mounting domestic discontent and international criticism of his regime. The Batasang Pambansa responded by passing Batas Pambansa Blg. 883 on December 3, 1985, calling a special election for President and Vice President to be held on February 7, 1986, a year ahead of the regular schedule.

To guard against fraud and to "preserve the sanctity of the ballot", the National Citizens' Movement for Free Elections (NAMFREL), already known for its role in earlier elections, mobilized an estimated half a million volunteers nationwide as poll watchers and quick‑count staff. Foreign observer missions, including a delegation sent by the administration of United States President Ronald Reagan and various international groups, also came to monitor the electoral process.

<h2>
Conduct of the snap elections
</h2>
<p>
About 26.18 million voters were registered for the snap elections, but only 20.15 million votes were ultimately canvassed by the Batasang Pambansa, a turnout of roughly 76.96 percent, noticeably lower than the 1984 election. This suggested that more than three million registered voters were effectively disenfranchised. Reports from church groups, human‑rights organizations, and independent observers documented widespread anomalies, including vote‑buying, intimidation, tampering with returns, and incidents of violence in various parts of the country.

Comelec, as the official canvassing body, produced the regime's tally for the presidential race: Marcos with 10,807,197 votes versus Aquino's 9,291,761. By contrast, NAMFREL's independently run, partial but extensive quick‑count - based on around 70 percent of precincts - showed Aquino leading with 7,835,070 votes against Marcos's 7,053,068. The glaring discrepancy between the official and unofficial counts immediately cast doubt on the credibility of the election.

The COMELEC computer technicians' walkout
</h2>

The most dramatic symbol of alleged electoral manipulation came two days after the polls. On the night of February 9, 1986, thirty‑five computer technicians and staff from the National Computer Center (NCC), deputized by Comelec to operate the computerized tabulation system at the Philippine International Convention Center (PICC), walked out of the national tabulation center.

The technicians had noticed that figures appearing on the giant public tally board inside the PICC did not match the numbers in their own computer printouts. In particular, they observed that updates to the totals for one candidate were posted, while corresponding changes for the other were not reflected, contradicting what their tabulations showed. Fearing they were being used to legitimize cheating, the group left the PICC and sought refuge at the nearby Baclaran Church, where they gave a brief press conference and stressed that their protest was non‑partisan and motivated by professional conscience.

This televised walkout, later widely remembered as the “Comelec 35” incident, became one of the key triggers of public outrage that would soon erupt into the EDSA People Power Revolution.

<h2>
Proclamation of results and rising opposition
</h2>
<p>
Despite mounting evidence and protests, the Batasang Pambansa, dominated by Marcos's KBL party, proceeded to canvass the certificates of canvass submitted by local boards of canvassers. On February 15, 1986, through Resolution No. 38, the Batasan formally proclaimed Ferdinand E. Marcos and Arturo M. Tolentino as winners of the snap elections, granting Marcos an additional six‑year term. Around fifty opposition members of parliament walked out of the session in protest, denouncing what they described as a fraudulent proclamation.

The following day, February 16, 1986, Corazon Aquino and Salvador Laurel led a massive “Tagumpay ng Bayan” (People's Victory) rally at the Quirino Grandstand in Luneta, Manila. Aquino urged Filipinos to wage a campaign of civil disobedience - calling for strikes and boycotts targeting companies identified with the Marcos regime and its cronies, including major newspapers, San Miguel Corporation, and several banks such as the Philippine National Bank. Within days, billions of pesos were reportedly withdrawn from “crony banks,” a sign that many Filipinos had heeded the call.

On February 19, 1986, the United States Senate adopted a resolution declaring that the Philippine snap elections had been marred by fraud and intimidation, further eroding the Marcos government's claim to legitimacy in the eyes of the international community.
