<h2>Early Life and Education</h2>

<p>Recto grew up in Tiaong during the transition from Spanish to American colonial rule. After basic schooling in his hometown, he went to Manila to pursue higher studies. He obtained a Bachelor of Arts degree from the <a href="https://kahimyang.com/articles/2987/history-of-ateneo-de-manila-university" class="news_link">Ateneo de Manila</a>, graduating with highest honors, and then proceeded to the <a href="https://kahimyang.com/articles/3223/a-historical-account-of-the-university-of-santo-tomas-a-chronicle-of-resilience-scholarship-and-national-identity" class="news_link">University of Santo Tomas</a> where he completed his law studies and earned a Master of Laws degree in 1913–1914.</p>

<p>Shortly after joining the legal profession, Recto served as legal adviser to the Philippine Senate from 1916 to 1919, gaining early exposure to legislative work and to the complex relationship between Filipino politicians and the American colonial administration.</p>

<h2>Entry into Politics and the Democrata Years</h2>

<p>In 1919, Recto was elected representative of the third district of Batangas to the Philippine House of Representatives, where he served as minority floor leader and quickly established a reputation for his sharp intellect and oratorical skill. He was reelected in 1922 and 1925, emerging as one of the leading figures of the <b>Demócrata</b> Party, which often positioned itself in principled opposition to the dominant Nacionalista leadership.</p>

<p>In 1924 he joined a parliamentary independence mission to the United States, lobbying for Philippine self-government. In the same year he was admitted to the United States bar by the U.S. Supreme Court, underscoring his stature as a lawyer of international caliber.</p>

<h2>Senator and President of the 1934 Constitutional Convention</h2>

<p>Recto was elected to the Senate in 1931. He first served as minority floor leader and later, after a realignment of forces, became majority floor leader and president pro tempore. His mastery of both law and parliamentary procedure made him one of the most respected voices in the legislature.</p>

<p>The <a href="https://kahimyang.com/articles/2966/the-tydings-mcduffie-act-a-path-to-philippine-independence-was-enacted-on-march-24-1934" class="news_link">Tydings–McDuffie Act of 1934</a> mandated the drafting of a constitution for the Philippine Commonwealth. Recto was elected president of the Constitutional Convention, and under his leadership the body produced the 1935 Constitution, approved on February 8, 1935 - coincidentally his 45th birthday. The document became the fundamental law of the Commonwealth and, with amendments, continued to serve as the basic charter of the independent Republic until 1973.</p>

<p>Because of his central role in the convention, Recto came to be known as the "Father of the 1935 Constitution", a title that reflects both his legal brilliance and his efforts to craft a charter that would showcase Filipino capacity for self-government.</p>
