Vote Buying and the Wenceslao Pancho Jr. Factor
Wenceslao Pancho Jr., or as I call him Prof. Willy, has been running for elected office in Northern Samar for as far back as I can remember. He always lost elections. He always lost not because he is not a good campaigner or that he is not a good communicator. He always lost simply because he does not buy votes. In Northern Samar, if you don't buy votes you are considered a nuisance candidate. People don't take you seriously even if you have all what it takes to be an exemplary elected official. Candidates with the most money always win. In an economy like ours when people desperately needed cash, vote buying is a good thing. It is a relief to many, a relief that lasts a day or two, a needed relief nonetheless.
