Northern Samar would not allocate funds for the Palapag-Simora road maintenance

It was learned through a provincial board resolution that the Palapag-Simora road is a provincial road and Northern Samar has no funds for its maintenance. A website claiming to be the official "blogsite" of the Sanguniang Panlalawigan of Northern Samar posted a page documenting a Resolution #41 series of 2010 and dated September 24, 2010.

The resolution was requesting the Department of Public Works and Highways (DPWH) to recategorize the road into a national road. According to that document, the Internal Revenue Allotment (IRA) of Northern Samar province and those of the municipalities (of Palapag and others in the area) "cannot cope up with their obligations to infrastructure repairs, improvements and development". Implying their IRAs were already consumed by other obligations.
