Human Rights Violations and Graft and Corruption in Local Government Units

A few days ago I received email alerts from Karapatan informing us subscribers about recent human rights (HR) violations in Mindanao, asking us to write the government about the incident. There are many HR violations in many other remote villages in the Philippines but they are not highlighted because there are no such groups as Karapatan to monitor the incidents. The email alerts prompted me to write this short blog.

To my mind, there are two major types of human rights violations, disappearances or killings. Those associated with rebels or people fighting for a certain cause or ideology, and those associated with graft and corruption. The usual suspects for both are the military and/or police. The later could employ their own hit men or their own "private army".
