Killings and disapperances in the LGU does not happen as often as the rebel related HR violations. Unlike the rebels or people fighting for a 

cause, people in the LGU can be silenced by money or prefer to be silent for fear of being killed and so graft and corruption based killing 

incidents (in the LGU) are often less.



Many victims of the rebel associated HR violations are peasants, farmers, head of families and mothers. Ordinary people who have other people 

depending on them for their existence. The sufferings does not end if someone become missing or killed. Their dependents continue to suffer. 

The economic impact is more to the family than to the community. 



The sufferings of LGU graft and corruption based HR violations (whether or not resulted in killings) does not only affect a single family. 

Because it involves funds for projects or programs that the entire community would have benefited, the entire community suffers. The community 

suffers not only during the commission of the crime but often suffer for years due to less developmental projects or programs, and less services 

afforded to the community. Take the case of the <a href="http://kahimyang.org/kauswagan/PictureBlogs.xhtml?b=1" target="_top" class="news_link" title="Palapag water supply project">Palapag water supply project</a>. For 15 years Palapag will repay something that are of no use to them. 

Funds of which could have been used somewhere else like fixing Barangay roads etc.


Graft and corruption is more than just about missing/stolen funds, it is the most severe form of human rights violation.
