It would have been interesting if the report included statistics for barangays. We can only assume that the numbers are higher in places away from poblacion areas than in poblacions itself.


Although sanitary toilet issues must be addressed, there is a growing concern in most populated areas of most towns in the province, towards toilets contaminating ground water supply. Ground water supply being the main source of 

drinking water of the big majority of the residents. 



The situation was fine 20 or 50 years ago. Back then it was relatively healthy to have septic tanks built in close proximity to 

water pumps. Fewer people to inject wastes into the ground and less pumps in a given area. But as populations 

grows, many areas became a bit crowded, more people introducing more wastes into the ground. More houses are also 

being built closer to each which means more septic tanks and more pumps in a given small area. Contamination is 

accelerated.
 



Obviously Palapag saw this looming danger and the Land Bank of the Philippines (LBP) agreed. The people of Palapag 

through its then Mayor Ricardo Daiz got a 37 million pesos loan from the LBP. Palapag will build a water supply 

system that would provide safe and clean drinking water to its people.




Unfortunately, the project failed (became missing). It failed not because of engineering problems but because somebody ran 

away with the money and reported the project to the national government as near complete. 




The immediate implication of this failed (missing) water supply project is that the people of Palapag will continue 

to drink water from their septic-waste-contaminated water pumps. In the future if someone leads Palapag again to 

build another water supply project, they will never have it, banks will not approve it. They already have a water 
supply system. It is only missing.
