Sometime around June 2010 a storm hit the area and uncovered how poorly the dam was constructed. This dam which is 

suppose to irrigate 3,226.7 hectares of rice fields of around 580 families was damaged. The hopes of increasing rice 

production in the Catubig valley vanished.



<a class="news_link" href="A recent report said" target="_blank">A recent report said that Hanjin</a>, the Korean company that built the 

dam refused to do the repair of the damaged dam. Reasons for Hanjin not to repair the dam was not disclosed by the 

National Irrigation Administration (NIA). The refusal of the repair of the P990M structure is very suspicious. Could it 

be that Hanjin was not paid in full and that monies are also missing ? This information was not revealed by NIA. 



NIA reallocated P400 million pesons for the repair of the dam in addition to build a canal the report said. The source 

of NIA funding was not disclosed but note that the report came just after the announcement of the Daza convergence 

project. It is possible that funds source is Paul Daza's new project. 




HCAAP is to end in 2012 as posted by the Las Navas LGU Engineer Romualdo Saises in his Facebook status. The new 2.5+ 

billion pesos "Convergence" project by the province of Northern Samar is to start. A new project to save an old project. 

 A very expensive way to save a "Father's Legacy" by a father's son, camouflaged as a way to save Northern Samar from 

starvation, much like an expensive gift of Ferdie to Tita Meldy.



The announcement of Paul Daza's project made Northern Samar all over the news, including international online news 

sources. What all of the news failed to elaborate is, this is a loan and a loan that must be paid back. Suddenly all 

these implementing agencies cared for Northern Samar. 



How will Northern Samar pay for the new loan. Internal Revenue Allotment of the province ? This information is not 

known yet. The Northern Samar administration should disclose this publicly.



And then our question.



If Paul Daza is really after the welfare of Northern Samar, if he is really concerned about the alarming poverty 

incidence rate in the province (as he now admits), he should really revisit the Simora-Palapag bridge. That single 

bridge could be the solution to the economic problems of the province, more than any HCAAP or “Convergence” projects, and it 

is just a couple of hundreds of millions not billions.



The way the people of the Pacific towns look at it (which is true), the Simora bridge is guaranteed to ease poverty in Northern Samar. 

Business activity will flow freely from Luzon and Mindanao to Lapinig, Gamay, Mapanas and Palapag. A sure boost to the economy 

not only of the Pacific towns but to all of Northern Samar and the country as a whole.


But Paul Daza will not do the Simora bridge. PAUL DAZA JUST DON'T HAVE THE BALLS TO FACE EMIL ONG
