<p>
Consistently, those mentioned are Noynoy's secretaries Florencio Abad, Proceso Alcala and Joel Villanueva.
</p>
<p>
Villanueva is now a senator but was then head of the Technical Education and Skills Development Authority (TESDA), while Alcala was Department of Agriculture (DA) secretary and Abad the former Department of Budget and Management (DBM) chief.
</p>
<p>
All three were known to be within the inner circle of Noynoy or what was then known as the Kamag-anak, Kaklase, Kabarilan (KKK) clique whose members were always shielded from accountability.
</p>

<p>
Villanueva was one of the more than 100 congressmen and 20 senators mentioned in the Napoles affidavits, which provided names that mostly jibed with those listed in the CoA report. The Office of the Ombudsman had sought Villanueva's dismissal from public service in 2016, but then Senate President Koko Pimentel intervened to block the ruling.

The reasoning then of the yellow apologists for shielding the three common pork barrel suspects was that:

"If the Napoles affidavits are treated as gospel truth, Napoles would then make all government officials hostage to her allegations.”

The allegations against the three secretaries, the defenders stressed then, "would not even establish a prima facie case which would warrant preliminary investigation.”
</p>
<p>
Still the diverse allegations corroborate and will stand as hard evidence in court.
</p>
<p>
Villanueva, who ran as part of the Liberal Party coalition in the 2016 elections and landed second in the Senate race, was also linked to the pork scam by whistle-blower Benhur Luy, who claimed that while Villanueva was representative of the CIBAC partylist, P4.85 million of his pork barrel was funneled to Kaagapay Magpakailanman Foundation in 2009 to 2010.

Napoles for her part stated in page 21 of her expanded affidavit dated 26 May 2014 that:

"Yung mga proyektong naalala ko NABCOR na three million pesos, DA na 5M at TLRC (Technology and Livelihood Resource Center) na 1.3M at 3M noong 2008. Si Maite Defensor ang kausap ko at siya ang kumukuha ng commission.” (The projects that I remember were those of NABCOR (National Agri-Business Corporation) worth P3 million, DA for P5 million and TLRC amounting to P1.3 million and P3 million in 2008. Maite Defensor was my contact and she collected the commission.)

<p>
The Ombudsman ordered Villanueva's dismissal for the misuse of the pork barrel back in 2008 due to the NABCOR infusions supposedly for "agri-based livelihood projects in the various congressional districts in Region XI.” The implementing NGO partner was Aaron Foundation Philippines Inc. (AFPI).

<p>
The fund was supposedly meant for the purchase of seedlings, fertilizers and threshers for several municipalities in Compostela Valley province.
</p>
<p>
The Ombudsman conducted its own investigations and found that the intended municipalities were not suitable for farming and there were ghost beneficiaries. There were also no agriculture-based livelihood projects under AFPI in the area.
</p>
<p>
Napoles, likewise, mentioned Alcala in Page 8 of her affidavit, saying that the DA was in the "shopping list" of the DBM where the PDAF can be diverted. Napoles confessed:

"It is also where legislators request for implementations of projects."
</p>
<p>
"When Secretary Alcala is not around, (then) Assistant Secretary Alla Umali signs the memoranda of agreement and checks."

<p>
Napoles in the affidavit, likewise, claimed to have met Abad in 2000 at a Japanese restaurant in which showed he her a Special Allotment Release Order amounting to P10 million.
</p>
<p>
She then allegedly gave P2 million to Abad, and when the Notice of Cash Allocation was released, she again gave him an additional P2 million. Napoles said Abad returned the P4 million with an additional P2 million more.
</p>
<p>
The three remain without any repercussion from their past misdeeds except for the Ombudsman's dismissal order on Villanueva that remains hanging.
</p>
