Expensive. Jury system employs a certain number of jurors. From selection, sequestration, stipend. and more, a Jury System requires an enormous amount of budget to function well (on top of what we are giving now to our judiaciary). It doesn't sound good if the Philippines will have to borrow money (yearly) from other countries just to fund a Jury System.


Evidence Gathering. Evidence is one of the many vital tools that jurors use to come up with a "balance" decision. 

Evidence gathering and preservation in more developed parts of the country could be reasonably acceptable. In remote 

provinces it is very questionable. For a jury system to work, law enforcement has to be less corrupt. In the provinces, most of our police are puppets of certain personalities. The evidence gathered in these areas are not only hard to preserve, they are also very easily tainted.


Economy. We are generally poor. A hungy man is easily corruptible and cannot think independently. Most (if not all) countries that are on Jury 

system now, came to Jury system after they have successfully managed to fixed their economy. With better economy, corruption in any sector of the society is less. This is the very reason why 

countries with economies like ours stay with a judicial system like ours. There are flaws with our current system, but is safer than getting into a Jury System with we got now.


Education. While many of us Filipinos are reasonably educated to come up with a sound decision based on presented 

evidence, a large percentage of most communities especially in the countryside do have the qualifications to become a Juror, Jury selection could be very difficult. Most are just not ready for the responsibility.


Additionally, most of the lives of our people especially in the provinces are very politicized. People depend on politics for almost everything they need. Jurors selected from this kind of pool is almost certain to be corrupt. Let us fix the economy first so that potential Jurors are economically able and are free from outside "pressures" especially "political pressure" and be more independent minded. We could be putting innocent people in jail. Much worst we could be letting dangerous criminals walk.
