Local authorities have launched a hunt for Filipino Mundi Sawadajaan; Indonesians Andi Baso, 21 and Reski Fantasya alias Cici, 17. Cici, according to local authorities is the alleged wife of Abu Sayyaf Group (ASG) leader Hatib Hajan but terrorism experts in Indonesia said Baso and Cici are a couple.

Up to P6 million in rewards have been put up on the suspected ringleaders of the attack that left at least 15 people dead.
</p>
<p>
Two female locals were suspected to have carried out the twin blasts and were the same individuals being tracked down by four military intelligence officers killed by police officers in the same province two months ago, Philippine Army chief Cirilito Sobejana said in a statement.

<h3>
Source of ASG militants
</h3>

Baso was said to have married Cici in Sabah before sponsoring the travel to Mindanao of his parents-in-law Rullie Rian Zeke and Ulfah Handayani Saleh, who in January of last year blew up themselves at a Jolo church, killing almost two-dozen people and injuring scores more.

<p>
In the latest suicide bombings, at least 15 people were killed and dozens injured after two Abu Sayyaf militants' widows sought by the Philippine military detonated their improvised bombs.
</p>
<p>
Asian terrorism expert Ulta Levenia Nababan, who works for Jakarta-based think tank Galatea, said Andi is actively recruiting Indonesians to join the ASG. Ulta told Indonesian publication Daily Express:

"We could assume that Andi Baso had roles behind the acts. And because he is still alive and actively spreading propaganda about ASG in Indonesia, he is also inviting some Indonesians to join him with the ASG."

"As long as Andi Baso is alive and able to communicate with Indonesian terrorist cells, the threats will escalate. Especially based on his record, he has many links through which to connect the ASG to Islamic State (IS) overseas like in Syria and Iraq."

Strong militant links
</h3>

The Indonesian expert said Baso may still be employing the links to strengthen IS coordination with a group called Jamaah Ansharut Daulah (JAD) in Indonesia and IS in Syria or Iraq.  Ulta noted:

"His influence can create other security (problems) in Southeast Asia, especially Indonesia, Malaysia and the Philippines."

"Cici may have been involved in the preparation of the recent suicide attacks but she was not the one who brought the explosives. Andi and Cici got married in Sabah before they were smuggled to the southern Philippines."

"Indonesian and Philippine authorities should deepen their cooperation under one task force to tackle these foreign terrorist fighter activities."

Operations base
</h3>

Baso's late in-laws, Zeke and Saleh, hatched their plans within a month of getting to know suspected extremists Mohd Ali Suhari, 21 and Marwan Harun, 25, both Indonesians based in Sabah.  Malaysia's counter-terror chief Dato' Ayob Khan Mydin Pitchay recounted:

"With the help of Ali and Marwan, Zeke and Saleh took a boat ride to Sabah and from the east coast city of Semporna, they took a speedboat to the southern Philippines and later to Jolo."

Baso was also alleged to have worked at an oil palm estate in Sabah. Baso, Cici and her two younger siblings are being coddled by an Abu Sayyaf faction led by Sawadjaan, cited in a Pentagon report as the IS acting chief in the Philippines.
