Senate President Vicente Sotto III, on the other hand, said there is no counterpart bill filed in the Senate.

Noting how Senate deals with local bills like the bill declaring Marcos' Day in Ilocos Norte, Sotto said no objection is expected.  He said:

"A bill of local application when it comes to the Senate usually is not really debated upon. It is a bill of local application, it is for Ilocos Norte, I doubt if there will be objections to that."

Local bills like House Bill 7317 should emanate from the House.

It was filed in the House by Ilocos Norte 1st District Rep. Ria Fariñas, Ilocos Norte 2nd District Rep. Angelo Marcos Barba, and Probinsyano Ako Rep. Rudy Caesar Fariñas.
