Born on November 6, 1915, in Maasin, a coastal town in what was then the province of Leyte, Nicanor Yñiguez grew up in a region rich with cultural and historical significance. His early education laid a strong foundation for his future endeavors. In 1935, he earned an Associate in Arts degree from <a href="https://kahimyang.com/kauswagan/articles/2852/today-in-philippine-history-august-28-1901-silliman-university-was-established-as-silliman-institute-by-american-protestant-missionaries" class="news_link">Silliman University</a>, a prestigious institution in Dumaguete. He later pursued higher education at the <a href="https://kahimyang.com/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a> (UP), where he graduated with a law degree. At UP, Yñiguez joined the Upsilon Sigma Phi fraternity in 1937, alongside notable figures like <a href="https://kahimyang.com/kauswagan/articles/595/today-in-philippine-history-september-11-1917-ferdinand-e-marcos-was-born-in-sarrat-ilocos-norte" class="news_link">Ferdinand Marcos</a>, forging connections that would influence his political career. Yñiguez's political career began in 1957 when he was elected to the House of Representatives as the representative of Leyte's third district. His entry into national politics came at a time when the Philippines was grappling with post-war reconstruction and regional development challenges. A lawyer by training, Yñiguez quickly established himself as a legislator with a vision for uplifting his constituents.

Creation of Southern Leyte
</h4>

Yñiguez's most enduring contribution was his authorship of Republic Act No. 2227, which created the province of Southern Leyte. Recognizing the distinct needs of the southern municipalities of Leyte, he filed House Bill No. 1318 in 1958, proposing the establishment of a new province encompassing Maasin and surrounding areas. On May 22, 1959, President <a href="https://kahimyang.com/kauswagan/articles/1328/today-in-philippine-history-november-4-1896-carlos-p-garcia-was-born-in-talibon-bohol" class="news_link">Carlos P. Garcia</a> signed the bill into law, and Southern Leyte was officially inaugurated on July 1, 1960, with Maasin as its capital. Yñiguez became the first representative of Southern Leyte's at-large district in 1961, cementing his role as a regional champion.
