Arroyo was born into a modest family, the son of Ceferino Barrameda Arroyo Sr. and Eusebia Bance Paz. His unusual first name, "Joker", was inspired by his father's fondness for card games, a naming tradition shared by his siblings. He completed his elementary education at Naga Central School and secondary education at Camarines Sur National High School. Pursuing higher education in Manila, he earned an Associate of Arts in Public Law from <a href="https://kahimyang.com/articles/2987/history-of-ateneo-de-manila-university" class="news_link">Ateneo de Manila</a> University and a Bachelor of Laws from the <a href="https://kahimyang.com/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a> Diliman in 1952. During his university years, he joined the Upsilon Sigma Phi fraternity, forging connections that would later influence his professional networks.

Legal Career and Human Rights Advocacy

Arroyo's legal career began during the dark days of martial law under <a href="https://kahimyang.com/kauswagan/articles/595/today-in-philippine-history-september-11-1917-ferdinand-e-marcos-was-born-in-sarrat-ilocos-norte" class="news_link">Ferdinand Marcos</a>. As a human rights lawyer, he gained national prominence by challenging the constitutionality of Proclamation No. 1081, which imposed <a href="https://kahimyang.com/kauswagan/articles/627/today-in-philippine-history-on-september-21-1972-president-ferdinand-e-marcos-placed-the-philippines-under-martial-law" class="news_link">martial law in 1972</a>, and the 1973 Constitution in the Supreme Court. He defended prominent opposition figures, including <a href="https://kahimyang.com/kauswagan/articles/778/today-in-philippine-history-november-27-1932-benigno-aquino-jr-was-born-in-concepcion-tarlac" class="news_link">Benigno S. Aquino Jr</a>., Eugenio Lopez Jr., Jose Ma. Sison, Sergio Osmeña III, <a href="https://kahimyang.com/kauswagan/articles/1645/today-in-philippine-history-june-22-1920-jovito-salonga-was-born-in-pasig" class="news_link">Jovito Salonga</a>, <a href="https://kahimyang.com/kauswagan/articles/2424/today-in-philippine-history-june-16-1920-eva-estrada-kalaw-was-born-in-murcia-tarlac" class="news_link">Eva Estrada Kalaw</a>, and Nene Pimentel. Arroyo co-founded the Movement of Attorneys for Brotherhood, Integrity, and Nationalism (Mabini) and the Free Legal Assistance Group (Flag) in 1980, organizations dedicated to defending human rights and opposing the dictatorship. His efforts came at great personal risk; he was incarcerated, gassed, and injured during this period, and in 2018, he was officially recognized as a victim of human rights violations by the Human Rights Victims' Claims Board.
