Operation Brotherhood was conceived in <a href="https://en.wikipedia.org/wiki/Bali" class="news-link-ext" target="_blank" rel="noreferrer">Bali, Indonesia</a>, in 1952 when President <a href="https://kahimyang.com/kauswagan/articles/753/today-in-philippine-history-november-16-1890-elpidio-quirino-the-sixth-president-of-the-philippines-was-born-in-the-town-of-vigan-ilocos-sur" class="news_link">Elpidio Quirino</a> casually inquired how Filipinos could help their brothers rise from misery. <b class="lt-bold">Oscar Arellano</b>, then president of the Manila chapter of the Junior Chamber of Commerce, answered this call after witnessing the devastation and refugee crisis in Saigon (now <a href="https://en.wikipedia.org/wiki/Ho_Chi_Minh_City" class="news-link-ext" target="_blank" rel="noreferrer">Ho Chi Minh City</a>) during the early stages of the <a href="https://en.wikipedia.org/wiki/Vietnam_War" class="news-link-ext" target="_blank" rel="noreferrer">Vietnam War</a>. President Magsaysay personally endorsed this initiative, declaring:

<p>
The first team of seven Filipino doctors and three nurses departed for Saigon  aboard a Philippine Red Cross plane in October 1954. This marked the beginning of sustained Filipino humanitarian engagement in Vietnam that would span nearly two decades. By December 1956, when Operation Brotherhood concluded its work in Vietnam, Filipino medical teams had treated approximately 730,000 patients. The operation then continued in <a href="https://en.wikipedia.org/wiki/Laos" class="news-link-ext" target="_blank" rel="noreferrer">Laos</a>, where a 50-member group treated another 250,000 persons by January 1957.

The CIA Connection and Covert Support
</h2>
<p>
Behind Operation Brotherhood's humanitarian facade lay a more complex reality involving Central Intelligence Agency support. <a href="https://en.wikipedia.org/wiki/Edward_Lansdale" class="news-link-ext" target="_blank" rel="noreferrer">Edward Lansdale</a>, the influential CIA operative who had played a key role in counterinsurgency operations in the Philippines, was instrumental in convincing South Vietnamese President <a href="https://en.wikipedia.org/wiki/Ngo_Dinh_Diem" class="news-link-ext" target="_blank" rel="noreferrer">Ngo Dinh Diem</a> of the program's value. Initially, Diem had been skeptical of Filipino involvement, reportedly stating that Vietnam did not need <i>"a bunch of orators and nightclub musicians"</i>. However, Lansdale successfully argued that Operation Brotherhood was vital to Diem's fight against communist forces in North Vietnam.

The operation was officially run by Filipino medical staff but received nominal CIA support through Lansdale. This covert assistance reflected broader American efforts to build international support for South Vietnam while maintaining plausible deniability about direct involvement in what would later escalate into the Vietnam War.

<h2>
From PHILCON to PHILCAG: Formal Military Assistance
</h2>

As the conflict in Vietnam intensified, the nature of Philippine involvement evolved from purely civilian humanitarian aid to formal military assistance. In July 1964, South Vietnamese Major General Nguyễn Khánh sent an official request to Philippine President <a href="https://kahimyang.com/kauswagan/articles/645/today-in-philippine-history-september-28-1910-diosdado-p-macapagal-was-born-in-lubao-pampanga" class="news_link">Diosdado Macapagal</a> asking for aid in the Vietnam War. This request came amid President <a href="https://en.wikipedia.org/wiki/Lyndon_B._Johnson" class="news-link-ext" target="_blank" rel="noreferrer">Lyndon B. Johnson</a>'s "More Flags" campaign, which sought to internationalize support for South Vietnam and demonstrate that the conflict was not merely an American undertaking.

In August 1964, the Philippines dispatched its first military contingent, known as <b class="lt-bold">PHILCON</b> (Philippine Contingent), comprising 16 doctors, nurses, technicians, and civic action officers from the Philippine armed forces. These personnel were tasked with assisting <i>"in the advisory effort directed toward psychological warfare and civil affairs in III Corps"</i>. Despite its small size, PHILCON made a notable contribution to psychological warfare efforts, prompting South Vietnam to request an additional contingent of sixteen officers scheduled to arrive in mid-January 1965.

<p>
The success of PHILCON encouraged further requests for Philippine assistance. However, President Macapagal's initial attempts to secure congressional approval for sending combat troops were unsuccessful. The political landscape changed dramatically when <a href="https://kahimyang.com/kauswagan/articles/595/today-in-philippine-history-september-11-1917-ferdinand-e-marcos-was-born-in-sarrat-ilocos-norte" class="news_link">Ferdinand Marcos</a> assumed the presidency in December 1965. As a senator, Marcos had previously led opposition to authorizing combat troops for Vietnam, but as president, he reversed his position and agreed to provide substantial military support.

The Establishment of PHILCAG

In February 1966, the South Vietnamese Ambassador to the Philippines sent another formal request for assistance to President Marcos. This time, the political climate was more favorable. Marcos, recognizing the strategic importance of supporting the United States and South Vietnam in their fight against communism, recommended to Congress the approval of legislation appropriating funds for sending a Philippine engineering battalion with necessary security forces to South Vietnam.

The <b class="lt-bold">Philippine Civic Action Group-Vietnam (PHILCAG-V)</b> was formally established as the Armed Forces of the Philippines contingent to South Vietnam. Unlike previous civilian-led efforts, PHILCAG represented a comprehensive military commitment that included multiple specialized components designed to support both military operations and civilian reconstruction efforts.

<p>
The advance elements of PHILCAG arrived in <a href="https://en.wikipedia.org/wiki/T%C3%A2y_Ninh" class="news-link-ext" target="_blank" rel="noreferrer">Tay Ninh</a> Province on August 16, 1966, to survey land for a base camp and coordinate the transportation of the remainder of the contingent. The full deployment included an engineer construction battalion, medical and rural community development teams, a security battalion, and a logistics and headquarters element. At its peak strength, PHILCAG-V comprised more than 2,068 Filipino soldiers, making it one of the largest non-American allied contingents in Vietnam.

Operations at Tay Ninh Base

PHILCAG established its primary base at Tay Ninh, located 45 miles northwest of Saigon, in the summer of 1966. The strategic location placed the Filipino forces near the Cambodian border in an area known as <a href="https://en.wikipedia.org/wiki/War_Zone_C" class="news-link-ext" target="_blank" rel="noreferrer">War Zone C</a>, one of the most contested regions during the Vietnam conflict. The Tay Ninh Combat Base served as both a military installation and a humanitarian operations center from which PHILCAG conducted its diverse mission portfolio.

The engineering battalion became the backbone of PHILCAG's construction efforts. Filipino engineers undertook major infrastructure projects including road construction, bridge building, and the establishment of public utilities. They constructed a large refugee camp and participated in various civic action projects designed to win the <i>"hearts and minds"</i> of the local population. The engineering work was particularly significant given the challenging terrain and security environment of Tay Ninh Province.

Philippine Civic Action teams began providing medical services for local civilians immediately upon arrival, treating an average of 2,000 patients weekly. The medical component included doctors, dentists, nurses, and medical technicians who operated both within the base facilities and in mobile clinics that served remote villages and hamlets. This medical assistance proved crucial in an area where healthcare infrastructure had been severely disrupted by years of conflict.

This humanitarian ethos distinguished PHILCAG from purely combat-oriented military units and reflected the Philippines' desire to contribute positively to Vietnamese society while supporting broader strategic objectives.

Despite its humanitarian focus, PHILCAG personnel were not immune to the dangers of the Vietnam conflict. The unit was equipped with both construction capabilities and defensive armaments necessary for security in the hostile environment of War Zone C. Filipino soldiers found themselves occasionally involved in defensive battles, particularly during major operations such as <a href="https://en.wikipedia.org/wiki/Operation_Attleboro" class="news-link-ext" target="_blank" rel="norferrer">Operation Attleboro</a> in November 1966, which became one of the largest operations of the war up to that point.

During Operation Attleboro, PHILCAG experienced its first significant casualties when four Filipino soldiers were wounded in action on November 4, 1966. This engagement marked a sobering reality check for what had been conceived primarily as a civic action mission. Over the course of its deployment, PHILCAG would suffer 9 killed in action and 64 wounded, demonstrating that even humanitarian missions could not escape the violence of the Vietnam War.

Vietnamese Reception and "Philuatan"

One villager commented that PHILCAG was completing projects that the <a href="https://en.wikipedia.org/wiki/Viet_Cong" class="news-link-ext" target="_blank" rel="noreferrer">Viet Cong</a> had promised years before but never carried out, highlighting the tangible benefits of the Filipino approach.

The extent of American subsidies became a source of political embarrassment for the Marcos administration when revealed during U.S. Senate Foreign Relations Committee hearings. This disclosure contributed to growing Philippine domestic pressure to withdraw from Vietnam as the war's unpopularity increased both in the United States and among Filipino citizens.

The Peak Years: 1966-1968

PHILCAG reached its maximum strength of over 2,000 personnel during the period from late 1966 through early 1968. This period coincided with the peak of American involvement in Vietnam and represented the high point of Filipino military commitment to the conflict. The engineering battalion, complemented by an artillery battalion, infantry security battalion, and 60 drivers, maintenance specialists, and cooks, operated as a comprehensive military-civilian assistance package.

Filipino engineers cleared jungle areas, constructed and paved roads, built bridges, and established utilities infrastructure that served both military and civilian purposes. By 1968, anti-war sentiment was rising globally, and the Philippines was not immune to this trend. Student activists and opposition politicians began questioning the wisdom of Filipino involvement in what many viewed as an American colonial war. The revelation of extensive U.S. funding for PHILCAG operations further undermined the narrative of independent Philippine action in support of a fellow Asian nation.

President Marcos, facing domestic pressure and recognizing the changing political winds, announced the decision to withdraw PHILCAG from Vietnam in November 1969. This decision was implemented gradually, with the final elements of PHILCAG departing Vietnam on February 15, 1970. However, approximately 130 Filipino doctors, dentists, and technicians remained in Vietnam as part of the continuing Philippine Contingent, maintaining some level of medical assistance even after the main military withdrawal.
