Technical Specifications and Design Variations of the Bongbong Rocket

The Bongbong rocket system, named after the moniker of the President's son, <a href="/kauswagan/articles/2758/today-in-philippine-history-september-13-1957-ferdinand-romualdez-marcos-jr-17th-president-of-the-philippines-was-born-in-batac-ilocos-norte" class="news_link">Ferdinand Jr.</a>, who is widely known as Bongbong, was designed as an unguided artillery rocket similar in function to the Soviet Katyusha. Although often described in government reports as a "ballistic missile", technical assessments classify it as a liquid-propellant tactical rocket. The system was developed in several configurations to test different flight characteristics and operational requirements.

The rockets were primarily 180 mm in caliber. The variety of launchers tested was equally broad, reflecting the Navy's desire for a mobile and versatile force. These included truck-mounted open frames, truck-mounted tubes (collectively known as the Bukang Liwayway system), and specialized submerged launchers designed for underwater firing. The aspiration for underwater firing suggests that the Navy was exploring methods to deter maritime incursions through hidden, sea-bottom defense systems.

The Logistical Improv: Scavenging and Repurposed Hardware

One of the most defining characteristics of Project Santa Barbara was its reliance on repurposed and scavenged hardware. Due to a lack of dedicated military-grade aerospace factories in the Philippines, the project team had to innovate using available resources. While state narratives praised this as an example of Filipino ingenuity, internal assessments and later historical critiques pointed to it as a major source of technical instability.

The most critical component - the hydrazine propellant - was not manufactured domestically. Instead, the project scavenged recycled hydrazine from the Philippine Navy's aging inventory of Hedgehog Anti-Submarine Weapons. The Hedgehog was a WWII-era weapon system, and the chemical stability of its propellant had degraded over decades. The project reached a terminal point once this finite supply of recycled hydrazine was exhausted, as the country had no facility to produce military-grade propellant in the quantities required for a sustained program.

Furthermore, some prototypes, such as the Rancudo Rocket Truck, were constructed by taking rocket launchers from decommissioned F-86 Sabre jet aircraft and mounting them on truck chassis. This practice of "scavenging" decommissioned components led to significant integration issues, particularly regarding the stability of the launch platforms under the recoil of firing.

The March 12, 1972 Test: A Technical and Political Narrative

The first successful dynamic test of the Bongbong rocket occurred on March 12, 1972, at Caballo Island. Caballo Island, situated near the mouth of Manila Bay, provided a controlled environment for secretive military testing. The rocket launched on this date was designated Bongbong II; the fate or existence of a "Bongbong I" remains unclear in the public record.

The Bongbong II was successfully launched and subsequently retrieved from the South China Sea, a feat that allowed the administration to claim a full-cycle success for the system. NASA's chronology of science and technology for 1972 officially recorded the event, describing it as the Philippines' first successful liquid-propellant rocket launch. Following the launch, Marcos Sr. showed his cabinet a 30-minute film of the test to demonstrate the progress of the secret "crash program," which was reportedly completed in just twenty-one days from the start of final construction.

This test was immediately leveraged for political signaling. Press Secretary <a href="https://en.wikipedia.org/wiki/Francisco_Tatad" class="news-link-ext" target="_blank" rel="noreferrer noopener">Francisco "Kit" Tatad</a> announced the success to the Malacañang press corps, leading to a famous exchange where journalists, skeptical of previous government claims, asked if this was just another "government racket." Tatad responded with the now-legendary quip, "It is not a racket but a rocket". Despite the skepticism, the March 12 test provided the regime with the symbolic capital necessary to project an image of a modernizing, self-reliant state.
