The Office: What a Governor-General Actually Controlled
</h2>


The governorship was never just one job. Whoever held it in Manila combined three separate powers that, in Spain itself, belonged to different people entirely:

Governor, the chief civil executive of the colony, responsible for administration, finance, and (after 1837, when the Council of the Indies was abolished and Overseas affairs were folded into ordinary Spanish ministries) direct correspondence with Madrid.
</li>
<li>
Captain-General, the supreme military commander, controlling the presidios, the militia, and - critically, for an archipelago under constant threat from Dutch fleets, Muslim raiding fleets from Mindanao and Sulu, and later the British and the Americans - the defense of the colony itself.
</li>
<li>
Vice-Royal Patron (vice-patrono real), exercising the Spanish Crown's patronato real, its royal right to nominate bishops, control parish assignments, and oversee the religious orders that, in practice, ran most of the archipelago's towns. This gave the governor enormous informal leverage over - and just as often, bitter rivalry with - the Manila archbishop, the friars, and the Real Audiencia.

The governor also presided over the Real Audiencia of Manila, the colony's supreme court, established in 1583, suppressed briefly in 1590 for cost-cutting, and restored in 1595. When a governor died or a vacancy opened between appointments, it was the Audiencia - sometimes acting collegially, sometimes through its senior judge (oidor decano) - that took the reins until Madrid or Mexico City named a successor. Roughly a third of the men on this list held the office only in that caretaker capacity, some for a few days.


Oversight was built into the job, not left to chance. Every outgoing governor faced a residencia - a formal judicial review of his conduct in office, open to complaints from any resident of the colony, that could result in fines, forced restitution, or imprisonment. It was not a formality: Sebastián Hurtado de Corcuera spent years in prison after his residencia; Diego de Salcedo never survived his. Separately, the Crown periodically dispatched a visitador general, an inspector with power to investigate a sitting governor mid-term, independent of the residencia process.


For 256 years, the Philippines was not governed directly from Spain at all. From 1565 until 1821, governors were appointed on the Crown's behalf through the Viceroy of New Spain in Mexico City, and the colony's finances depended on the situado real, an annual subsidy shipped from the Mexican treasury to cover Manila's chronic budget deficit - the price of holding a colony that, for most of this period, generated more prestige than profit for the Crown directly. The colony's real commercial lifeline was the <a href="/kauswagan/articles/604/today-in-philippine-history-september-14-1815-the-galleon-trade-between-the-philippines-and-mexico-ended" class="news_link">Manila–Acapulco Galleon</a>, the annual (sometimes twice-yearly) trans-Pacific convoy that carried Chinese silk, porcelain, and spices to Mexico and silver back to Manila, making the Governor-General, among other things, the chief administrator of one of the most lucrative and tightly regulated trade monopolies in the early modern world. Only after Mexico won its independence in 1821 did the Philippines pass under the direct authority of Madrid - a change that arrived just as the pressures that would eventually end Spanish rule altogether were beginning to build.

The governor's seat moved, too. Legazpi governed first from Cebu, then from Fort San Pedro in newly founded Manila after 1571. The Palacio del Gobernador inside the walls of Intramuros served as the official residence from 1572 until the catastrophic <a href="/kauswagan/articles/1708/today-in-philippine-history-june-3-1863-a-strong-earthquake-rocked-manila" class="news_link">Manila earthquake of June 3, 1863</a>, which reduced much of Intramuros - the palace included - to rubble. From then on, the governors ruled from <a href="/kauswagan/articles/2851/history-of-malaca-ang-palace-the-official-residence-and-principal-workplace-of-the-president-of-the-philippines" class="news_link">Malacañang Palace</a>, a former country estate on the Pasig River that remains the seat of Philippine executive power today.

<h2>
Conquest and Founding, 1565–1606
</h2>

Miguel López de Legazpi (April 27, 1565 – August 20, 1572) opened the office by leading the expedition that established the first permanent Spanish settlement in the islands, at Cebu, before shifting the colony's center of gravity north. In 1571 his forces took Maynilad from the local rulers Rajah Sulayman and <a href="/articles/3077/lakandula-pre-colonial-filipino-hero-and-leader-of-tondo" class="news_link">Lakandula</a> and refounded it as the walled city of Manila, which Legazpi made the colonial capital - a decision, driven by Manila's harbor and its proximity to the China trade, that shaped Philippine history for the next four centuries. He died in <a href="/articles/3008/the-history-of-intramuros-the-walled-city-manila" class="news_link">Intramuros</a> in 1572, buried in San Agustin Church, and was succeeded by his treasurer, <a href="/articles/3105/guido-de-lavezaris-spanish-colonial-leader-in-the-philippines" class="news_link">Guido de Lavezaris</a> (1572–1575), under whom the first Chinese pirate raid on Manila, led by <a href="/kauswagan/articles/1319/the-story-of-li-ma-hong-and-his-failed-attempt-to-conquer-manila-in-1574" class="news_link">Limahong</a>, was repelled in 1574–75.


<a href="/articles/3278/francisco-de-sandes-1578-sulu-expedition" class="news_link">Francisco de Sande</a> (1575–1580) pursued an aggressive, ultimately unsuccessful campaign against Brunei and expanded Spanish claims into Mindanao. <a href="/articles/3392/gonzalo-ronquillo-de-pe-alosa-philippine-legacy" class="news_link">Gonzalo Ronquillo de Peñalosa</a> (1580–1583), Legazpi's nephew, formalized the annual Manila–Acapulco Galleon run and brought fresh colonists from New Spain. His nephew Diego Ronquillo governed briefly as caretaker (1583–1584) after a fire destroyed much of early Manila.


Santiago de Vera (1584–1590) built the first stone fortifications of Intramuros and, in 1583, oversaw the founding of the Real Audiencia. <a href="/articles/3395/gomez-perez-dasmarinas-the-stone-governor-of-manila" class="news_link">Gómez Pérez Dasmariñas</a> (1590–1593) rebuilt Manila's walls in stone in earnest - much of Intramuros as later generations knew it dates from his term - but was killed in a mutiny by the Chinese (Sangley) oarsmen of his own galley during a failed expedition against the Moluccas in 1593. His son Luis Pérez Dasmariñas (1593–1596) succeeded him after a brief caretaker term by Pedro de Rojas.


Francisco de Tello de Guzmán (1596–1602) governed through a period of intensifying Dutch incursions into Southeast Asian waters - the opening moves of a rivalry that would dominate the seventeenth century. <a href="/articles/3236/pedro-bravo-de-acu-a-the-iron-governor-of-the-spanish-philippines" class="news_link">Pedro Bravo de Acuña</a> (1602–1606) led the 1606 conquest of the Sultanate of Ternate in the Moluccas, a major (if short-lived) extension of Spanish power, and died in Manila that same year under circumstances contemporaries found suspicious.

<h2>
The Dutch Wars and the Moro Frontier, 1606–1663
</h2>

For most of the seventeenth century, the colony fought a two-front war: against Dutch fleets probing Manila Bay and contesting the spice trade, and against Muslim sultanates in Mindanao and Sulu whose raiding fleets struck deep into the Visayas and even Luzon for captives and plunder. Juan de Silva (1609–1616) built an ambitious war fleet to challenge Dutch power and died at Malacca in 1616 while leading a combined Spanish–Portuguese expedition. Alonso Fajardo de Tenza (1618–1624) and his successors fought a running defensive war as Dutch squadrons blockaded Manila Bay in 1616, 1620, and repeatedly through the 1640s.


Juan Niño de Tabora (1626–1632) pushed Spanish military reach further into Mindanao. Sebastián Hurtado de Corcuera (1635–1644) led the most decisive Moro campaigns of the century, capturing the Maguindanao stronghold of Sultan Kudarat's forces and the Sulu fortress of Jolo in 1637–38 - and then spent years in prison after his residencia exposed the brutality and financial irregularities of his rule, before eventually being pardoned and sent to govern Panama. Sabiniano Manrique de Lara (1653–1663) made the hardest defensive call of the era: in 1662, facing the threat of invasion by the Chinese warlord Koxinga (Zheng Chenggong), fresh from expelling the Dutch from Taiwan, he ordered the abandonment of the hard-won garrisons at Zamboanga and Ternate to concentrate every available soldier at Manila. The invasion never came - Koxinga died before he could launch it - but the retreat permanently weakened Spain's grip on the southern islands.


Interspersed among these governors were caretaker administrations run by senior judges of the Real Audiencia - Cristóbal Téllez de Almazán, Andrés de Alcaraz, Jerónimo de Silva, Lorenzo de Olaso - reflecting how often the chain of appointment from Madrid, via Mexico City, left Manila without a sitting governor for months at a stretch.

Consolidation Amid Scandal, 1663–1717
</h2>

Diego de Salcedo (1663–1668) met the most dramatic fate of any governor on this list: arrested by the Inquisition's tribunal in Mexico on suspicion of heresy, he died in custody before ever reaching trial. Manuel de León (1669–1677) presided over a period of Audiencia infighting so severe that the succession after his death remains genuinely unclear in the surviving records, with the judges Francisco Coloma y Maceda and Francisco de Montemayor y Mansilla both exercising interim authority within months of each other in 1677.


Juan de Vargas Hurtado (1678–1684) and Gabriel de Curucealegui y Arriola (1684–1689) governed through a comparatively stable interval focused on shoring up Manila's finances and fortifications. Fausto Cruzat y Góngora (1690–1701) - one of the longer tenures of the century - reorganized the presidio garrisons and tightened administration of the galleon trade. Domingo Zabálburu de Echevarri (1701–1709) took office just as the War of the Spanish Succession broke out in Europe, a conflict that disrupted Spanish shipping across the empire, including the Pacific galleon run. Martín de Ursúa y Arismendi, Count of Lizárraga (1709–1715), came to Manila already an experienced colonial administrator, having previously governed Yucatán.

<h2>
The Bourbon Century Before the Storm, 1717–1762
</h2>

Fernando Manuel de Bustillo Bustamante y Rueda (1717–1719) tried to force a genuine anti-corruption crackdown on the colonial bureaucracy and the religious orders' finances - and paid for it: in October 1719, a mob stormed the governor's palace and killed him and his son. The Archbishop of Manila, Francisco de la Cuesta, governed as caretaker in the aftermath (1719–1721) before Toribio José de Cossío (1721–1729) restored order.


Fernando Valdés Tamón (1729–1739) oversaw a long stretch of fortification-building and relative stability, reinforcing Manila's walls against both Moro raiders and the ever-present threat of a European rival's fleet. Pedro Manuel de Arandía Santisteban (1754–1759) reorganized the colonial militia into a more professional standing force and, following royal policy aimed at controlling the colony's substantial Chinese population, enforced expulsion orders against non-Catholic Chinese residents in 1755 - a recurring and often brutally enforced theme of Spanish administration going back to earlier mass expulsions and massacres of the Chinese community in Manila in 1603 and 1639.


The last governor of this pre-crisis era, <a href="/articles/2997/governor-general-manuel-rojo-del-r-o-was-born-on-september-24-1708-in-tula-mexico" class="news_link">Manuel Rojo del Río y Vieyra</a>, Archbishop of Manila, took the caretaker governorship in 1761 - just in time to face the greatest military disaster in the colony's history to date.

<h2>
The British Occupation and Its Aftermath, 1762–1778
</h2>

In 1762, as part of the global Seven Years' War, a British East India Company expeditionary force under Brigadier General William Draper and Rear Admiral Samuel Cornish attacked Manila. After a short siege, Archbishop-Governor Manuel Rojo del Río capitulated on October 6, 1762, agreeing to a British occupation and a four-million-peso ransom that was, in the end, never fully paid. <a href="/articles/3277/dawsonne-drake-and-the-british-failure-in-manila-1762-1764" class="news_link">Dawsonne Drake</a> arrived to govern Manila and Cavite as the first - and only - British Governor-General of the Philippines (November 1762 – May 1764).


British control never extended past Manila and Cavite. <a href="/articles/3274/how-simon-de-anda-defended-manila-from-the-british" class="news_link">Simón de Anda y Salazar</a>, a judge of the Real Audiencia who had slipped out of the besieged city before its surrender, refused to recognize the capitulation and set up a rival Spanish government at Bacolor, Pampanga, rallying provincial militias and waging a sustained guerrilla resistance that denied the British any real control of the archipelago beyond its capital. The 1763 Treaty of Paris, ending the Seven Years' War in Europe, restored the Philippines to Spain; the British withdrawal was completed by May 1764, and Manila passed formally back to Spanish hands under the acting governor Francisco Javier de la Torre (1764–1765).
