Ameurfina Melencio Herrera was born Ameurfina Aguinaldo Melencio on , in Cabanatuan, Nueva Ecija, into a family deeply embedded in the political and legal history of the Philippines. She was the daughter of Jose P. Melencio, an accomplished diplomat and attorney, and Carmen Aguinaldo Melencio. Through her maternal lineage, she was the granddaughter of General Emilio Aguinaldo, the first President of the revolutionary Philippine Republic, and Hilaria Del Rosario Aguinaldo.
