Born around 1540 in Cáceres, in the Extremadura region of western Spain, Francisco de Sande Picón belonged to an influential family related to the renowned military commander Álvaro de Sande.

Trained extensively in civil and canon law, Sande obtained his doctorate in jurisprudence and joined the Spanish colonial judiciary in the Viceroyalty of New Spain (Mexico). There, he served with distinction as:

One of Sande's most enduring administrative achievements was the formal urban expansion into southern Luzon. In 1577, Sande commissioned his Master-of-Camp, <strong>Captain Pedro de Chaves</strong>, to secure the Bicol River basin and establish a permanent Spanish villa.

Chaves established the settlement near the pre-colonial indigenous village of <em>Naga</em> and named it <strong>Ciudad de Nueva Cáceres</strong> in honor of Governor Sande's birthplace in Extremadura, Spain. Nueva Cáceres became one of the original royal cities of the colony, serving as the military, administrative, and ecclesiastical hub for the Bicol and southern Luzon regions.

The Castilian War and Regional Geopolitics (1578)

Sande's foreign policy was defined by military assertiveness across Maritime Southeast Asia. Concerned by the Brunei Sultanate's religious and political sway over chiefdoms in Luzon and Mindoro, Sande intervened in a royal succession dispute between Brunei's Sultan Saiful Rijal and his estranged brother, Pengiran Seri Lela.
