Early Life, Business, and Reformist Beginnings (1839–1871)

José Maria Basa was born in the bustling commercial district of <a href="/articles/3003/the-rich-history-of-binondo-manila" class="news_link">Binondo, Manila</a>, at the corner of Calle San Jacinto and Calle Basa. He was the son of Don Matías Basa, a Spanish mestizo, and Doña Joaquina San Agustín, coming from a prominent family with ties to both Manila and Cavite.

Basa pursued higher education at the <a href="/articles/3223/a-historical-account-of-the-university-of-santo-tomas" class="news_link">University of Santo Tomas (UST)</a>, earning a Bachelor of Philosophy degree. Demonstrating a sharp business acumen early in life, Basa launched his own enterprise by age 20, running a lucrative liquor distillery in Manila. His financial independence enabled him to mingle with the intellectual elite (<em>ilustrados</em>) of Manila, including prominent figures like <strong>Dr. Joaquin Pardo de Tavera</strong> and <a href="/kauswagan/articles/923/today-in-philippine-history-february-9-1837-father-jose-burgos-was-born-in-vigan-ilocos-sur" class="news_link">Father José Burgos</a>.

<p>
During the late 1860s, liberal reforms in Spain sparked democratic aspirations in the colony. Basa joined the <strong>Comité de Reformadores</strong> (Committee of Reformers), an organization advocating for:

The 1872 Cavite Mutiny and Banishment to Guam

The political climate shifted drastically in January 1872 when a local uprising broke out at the Cavite naval arsenal. Colonial authorities used the <strong>Cavite Mutiny</strong> as a pretext to crush the liberal reform movement.

Because of his active membership in the <em>Comité de Reformadores</em> and his close association with Father José Burgos, Basa was arrested alongside his brother <strong>Pío Basa</strong>, <strong>Father Burgos</strong>, <a href="/kauswagan/articles/1256/today-in-philippine-history-august-2-1799-father-mariano-gomez-was-born-in-sta-cruz-manila" class="news_link">Father Mariano Gomez</a>, <a href="/kauswagan/articles/485/today-in-philippine-history-august-14-1835-jacinto-zamora-was-born-in-pandacan-manila" class="news_link">Father Jacinto Zamora</a>, and several prominent lawyers and businessmen.

While <a href="/kauswagan/articles/937/today-in-philippine-history-february-17-1872-fathers-mariano-gomez-jose-apolonio-burgos-and-jacinto-zamora-were-executed" class="news_link">Gomburza were executed by garrote in February 1872</a>, Basa and other prominent civilians were sentenced to banishment. Basa was exiled to the <a href="/articles/3118/guams-history-and-deep-ties-to-the-philippines-and-filipinos" class="news_link">Marianas Islands (Guam)</a>, where he endured harsh conditions for two years.

The "Smuggler of Enlightenment": Building the Hong Kong Base
</h2>

Upon receiving a conditional pardon in 1874 - which forbade him from returning to the Philippines - Basa relocated to British-governed <strong>Hong Kong</strong>. He established a home and rebuilt his commercial enterprise, later bringing over his wife, Bernarda Panlaqui, and their children.

Hong Kong's proximity to Manila and its status as a free port made Basa's home the operational nerve center for anti-Spanish activities. Basa earned the epithet <strong>"The Smuggler of the Revolution"</strong> due to his sophisticated illicit supply chain:
