On October 7, 1935, Gerardo P. Sicat, President Ferdinand E. Marcos' chief economic planner, was born in San Fernando, Pampanga. He was only 6 years old when his father moved the whole family to Manila. The second world war delayed his schooling though he spent a year in grade school. His postwar schooling was entirely in the greater Manila area: elementary schooling in Mabini Elementary School, high school in the Arellano High School where he graduated in 1953 and the University of the Philippines (UP) where he initially enrolled in the pre-medical program of that university.
