On November 24, 1900, General Otis telegraphed Washington that the claim to government by the "insurgents can be made no longer under any fiction". Otis noted in his cable that, "the treasurer, secretary of the interior, and president of congress are in our hands, its president and remaining cabinet officers are in hiding, evidently in different central Luzon provinces, acting as bandits, or dispersed playing the role of 'amigos', with arms concealed".

Significant Events in November in Filipino History
On November 24, 1898, San Jose, Antique was occupied by the expeditionary forces of General Leandro Fullon. After the fall of San Jose, the following officials were named to head Antique:
- Angel Salazar, Sr., Governor
- Santos Capadocia, Vice-Governor
- Anacleto Villavert Jimenez and Jose Fontanilla, Councilors of Justice
- Anselmo Alicante, Councilor of Internal Revenue and
- Vicente Gella, Representative of Malolos
On November 25, 1901, La Democracia, the organ of the Federal party published the Royal decree of 1751 on the usurpation of Indian lands by Friars. The copy of the Royal decree was furnished by Hugo Salazar, a native of Luzon, educated as a pharmacist, prominent in the Federal party during 1901-1904, and in 1903-1904 governor of Surigao province. It was printed with accompanying comments written by him under the pen-name "Ambut".
On November 25, 1910, Insular Life Assurance Company, the first Filipino insurance firm, was established along Echague St., Quiapo, Manila by Leon Mooser and Antonio Ma. Barreto.
At present, Insular Life is one of the largest Filipino life insurance companies.
On November 26, 1862, Mariano Dacanay, a famous Ilokano priest who titled Dr. Jose Rizal's farewell poem as "Mi Ultimo Adios" (Spanish word for My Last Farewell), was born in Bacnotan, La Union.
On November 27, 1932, Senator Benigno Simeon "Ninoy" Aquino Jr., a popular newspaperman, politician and opposition leader who was assassinated on August 21, 1983 at the Manila International Airport upon returning from exile in the United States, was born in Concepcion, Tarlac.
On November 28, 1953, the 8th Pacific Science Congress and the 4th Far Eastern Prehistory Congress, held simultaneous and several joint sessions, mostly in the University of the Philippines premises at Diliman, Quezon City, were concluded. Held under the auspices of the National Research Council of the Philippines, the congresses opened on November 16 and were attended by no less than 352 overseas foremost delegates from 27 different countries and by 1076 local delegates of various scientific, professional, and cultural organizations.
